Curriculum Vitae of Tony Sevelka
Valuation and Consulting Experience & Professional Positions
Experience: Since 1972, Tony Sevelka has conducted appraisals and studies of most forms of real estate including office buildings, apartment buildings, shopping centres, service stations, subdivision and other development land, industrial land and buildings, rights-of-way, and special purpose facilities such as racquet clubs, hockey rinks, hotels and motels, resorts, nursing and retirement homes, airport hangars, and Lester B. Pearson International Airport’s Terminal 3.
Mr. Sevelka has honed his real estate valuation and consulting skills over a period of 45 years. He maintains an awareness of relevant case law by conducting on-going research of case law involving real property in common law jurisdictions such as Canada, United States and United Kingdom.

Recognized for leadership in evidence-based public advocacy on aggregate impacts, watershed protection, and land-use planning. Awarded for sustained contributions to community education, technical analysis, and environmental stewardship in support of Ontario’s headwater systems.
Flyrock: The Ultimate Adverse Effect of Blasting
Flyrock—widely recognized as the ultimate adverse effect of blasting—is an unavoidable by-product of breaking rock with explosives.
Flyrock means any debris, including but not limited to rocks or gravel; vegetation or tree trunks; construction materials or equipment; or soil, mud or water; propelled by a blast and that is actually or potentially hazardous to persons, animals, aquatic life, or property, whether located onsite or offsite and regardless of travel distance (Sevelka, 2026).
Despite its significance, flyrock often goes undisclosed or remains the aggregate industry’s least-discussed hazard. For decades, operators and explosives engineers have treated flyrock as a routine operational issue rather than a public-safety concern, and the industry has been remarkably successful at keeping the full extent of flyrock incidents—and their consequences—out of public view, aided by a lack of effective regulatory oversight and the absence of a standardized definition of flyrock.
This hidden risk is exposed through evidence-based quantitative analysis, case-law monitoring, news-release tracking, and by documenting the real-world impacts of blasting operations on communities, ecosystems, and public safety.
